Position: Program Analyst/Information Officer
Location: Khartoum, Sudan
Responsibilities: The PA/IO will ensure that design, monitoring, evaluation,
and reporting are taking place from a political transition perspective and
are being captured in documentation and reports at all stages of the
program. The PA/IO serves three primary functions: advising on the political
relevance of program activities, coordinating the monitoring and evaluation
efforts (everyone is responsible for contributing to M&E), and managing the
program's information, communication and outreach efforts.
Qualifications – Candidates must have a minimum of three years demonstrated
experience in the analyzing and reporting on program impact and
implementation. S/he must also have experience in political analysis.
Those with experience in political journalism, or other related fields, may
be appropriate. S/he must be a native English speaker (or have a TOEFL iBT
score of 100 or equivalent) and be able to demonstrate (through writing
samples) excellent writing skills. A minimum of one to two years experience
with editing and writing documents for proposals and/or reports will be
advantageous. Experience developing success stories, press releases, and
grants highly desired. S/he must have strong computer skills, including MS
Office and MS Access. Experience working in the developing world is desired.
Experience in Sudan will be appreciated, as well as knowledge of Arabic.
Position: Regional Program Manager
Duty Station: Kurmuk, Sudan
Position Duration:
8 weeks Short Term Technical Assistance Consultancy with opportunity to
extend for life of program (September 2009) with Employee status.
Duties and Responsibilities:
The Regional Program Manager will oversee all of the program and operations
for assigned regional field office and supervise the activity implementation
teams. The incumbent will report to the Deputy Country Director (DCD) for
Programs.
The specific duties and responsibilities include, but are not limited to:
•Manage all operations in assigned field office and oversee implementation
of sub-grants in the region, including direct supervision of implementation
activity team which will include: (2) Grants Development Specialists, (1)
Engineer, (2) Logisticians, (1) Administrative Specialist, and (2) Grants
Implementation Specialists;
•Responsible for keeping the Khartoum Senior Management informed on all
aspects of program and field office operations ;
•Conduct weekly meetings to review and discuss status of grant development
and implementation, progress evaluated and next steps agreed;
•Supervise the local Grants Development Specialists to identify targeted,
high-impact program activities which meet the objectives of the regional
program strategy;
•Supervise the local Grants Development Specialist to identify viable local
grantees, local contractors, local technical consultants, and other
potential local program implementers;
•Supervise the local Grants Implementation Specialist, to ensure that
procurement, finance, logistics, and programmatic aspects of each activities
is being implemented on-time and in accordance with the specifications of
the approved activity;
•Oversee all aspects of each grant throughout the "activity cycle" to
maintain quality; supervise preparation of all sub-grant documents; ensure
completion of project budgeting and contracts which adhere to PADCO and
USAID/OTI rules and regulations;
•Develop workplans; prepare programmatic and operational financial
projections for the field office in close collaboration with the local
administration specialist;
•Ensure that all activities are entered in the grants database;
•Undertake regional analysis and program design to develop program
activities and strategies in Sudan in collaboration with DCoPp and PA/IO;
•Collaborate with PA/IO to develop, monitor, evaluate and recommend
performance measures for regional and individual activities, including
contractors and grantees;
•Develop and maintain collaborative relationships with OTI, local grantees,
local government authorities, local contractors, international NGOs, donors,
and other key stakeholders;
•Perform other duties and activities as required for the successful
management of the regional office and effective implementation of regional
program strategy.
MINIMUM QUALIFICATIONS
The Regional Program Manager must possess a well-developed political
acumen. The RPM should also have the ability to mentor and build the
capacity of local staff. Since work may require continued changes in program
direction and implementation, including frequent coordination, the
individual will be someone who is highly flexible and willing to work under
conditions of ongoing change. The individual should also possess the
flexibility and willingness to work in locations with basic work and living
arrangements.
In addition, candidates should meet the following minimum qualifications:
•2 – 3 years or more of work experience in international development;
•Experience working in conflict zones; experience in Sudan or the region
desired;
•Previous experience managing USAID subgrant programs and familiarity of
USAID rules and regulations is desired;
•Oral and written fluency in English (knowledge of Sudanese Arabic is a
plus)
Position: Operations Manager
The ideal candidate will have a compelling combination of the
