Budget Analyst Position

BUDGET ANALYST, SENIOR: Inventory #1281 - Center for Fiscal Support Services: Budget & Financial Management Division - Springfield Office
MONTHLY SALARY: Exempt position. Salary commensurate with education and experience.
DUTIES:
Performs complex calculations for General State Aid using SAS software. Provides
information on General State Aid to agency management, the Governor's Office, legislators and their staffs, and school districts.
Assists in the development of final General State Aid calculation. Designs, implements and maintains computer programs and models for General State Aid and other state programs as assigned. Assists in the development of budget scenarios for the agency personal services budget, including developing computer models to assist with labor negotiations.
Communicates, both orally and in writing, with legislators and legislative staff, including attending Appropriation Committee hearings and other committee hearings and, as needed, testifying on matters related to General State Aid. Communicates with school district personnel on matters related to General State Aid.
Reviews legislation and drafts fiscal notes.
Conducts research on the General State Aid formula, property tax issues, and other issues as assigned.
EDUCATION REQUIRED:
Master's Degree required. Master's Degree in the areas of School Finance, Computer
Science, or Statistics preferred. (OFFICIAL/ORIGINALTRANSCRIPTS REQUIRED)
EXPERIENCE REQUIRED:
Previous work or education related experience with SAS, data analysis and
presentations
required.
Experience with the budget and legislative process of Illinois state government
and with the Illinois State Board of Education strongly preferred.
KNOWLEDGE/ABILITIES/SKILLS REQUIRED:
Demonstrated skills in SAS, Excel, Word and PowerPoint required.
Ability to understand and manipulate complex data sets required.
Knowledge of school finance, Illinois tax laws and their impact on General
State Aid, and the budget and legislative process of Illinois government strongly
preferred.
